Targets

The annual targets are set in annual planning rounds on the basis of the actual figures achieved in the previous year and are based on the long-term targets set out in the strategy. Based on these reference values, specific target values are defined, taking into account relevant general conditions – especially operational, financial and environmental factors – which reflect an appropriate management approach.

Targets are defined in structured management meetings at which specialist expertise is consolidated, assumptions are agreed and conflicting targets are evaluated. In the area of infrastructure modernization, the conflicting targets between ongoing rail operations (driving) and the implementation of construction and modernization measures (construction) are taken into account in particular. Targets for intensifying modernization activities are set on the assumption that they may have an impact on the availability of infrastructure and on infrastructure-related delays. These interactions are incorporated into the assessment of the target level and the timing of implementation.

The modernization of the rail infrastructure forms part of an integrated strategy that is geared towards the sustainable performance capability and resilience of the rail network. Key areas of action include the stabilization of operations, the transformation into a high-performance network and the development of stations of the future.
